One thing you should really pay attention to is the graphics card and the CPU themselves and not just the in-game setting

You can probably set everything on ultra or high but if your GPU can’t support that then you will have low fps.

And the same goes for your PC specs in general.

Ideally, you want to have a seamless CPU and GPU combination so that all the settings can be enjoyed without caring about the performance too much.

The following are the minimum requirements needed so that AMS2 can run perfectly well at high FPS with all the settings turned on:
